No, the emancipation proclamation only freed slaves in the rebel states. A lot of slaves didn't know about the emancipation proclamation. The 13th amendment, ratified in December of 1865, made slavery unconstitutional and therefore illegal in all of the United States.

No. And as you might expect, the freedom was implemented not at all in some backwaters for quite a while. Some poor slaves were stuck where they were at for quite a while.

considering that they had no phones and radios to broadcast the message
