It depends on the company policy. Typically it is someone in a management role within the Quality organization.

I know of no hard and fast rule. On consumer-type items I’ve received C of C’s and C of A from Inspectors. At first blush these policies are set within the company issuing the certification. However if a customer has a critical need, I am sure most companies would be amicable.
