I ask myself this same question every time I go some where as I am totally disabled and depend on those places for my quality of life!
I have written my elected officials in attempt to make changes to better identify these inconsiderate people and remove them from our highways! Driving is a privilege-not a right!
All the government has to do is have DMV's control the process by having doctors fill out a form which the patient then takes to DMV. If the doctor doesn't issue permanent status which would garner plates, then the patient would need re-certification every 90 days for the temporary permit. If they fail to produce the re-certification, DMV allows them 10 days to surrender the disability permit or suspend their drivers license and registration. By having a four color-90 day permit system, law enforcement could easily identify perpetrators and deal with them accordingly! However, government has no interest resolving the issue because they could care less about people with disabilities!!!!!!!!!!!!!!!!!!!! There's no "KICK BACK"!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!

My mom has a handicapped placard on her car (shes very overweight but thats not the reason, its a symptom. She's diabetic and has heart problems so she can't exercise routinely to lose the weight. The fact that she's taking care of my grandmother doesn't help matters). Usually when we go out I drop her and my 89 year old grandmother at the entrance and go to park elsewhere in case another handicapped person needs the space. I've seen lots of people with no apparent problems that have the placards use the spaces. I think these are spouses, drivers, etc who choose to use the card and its benefits despite their lack of need. I usually say loud enough that they can hear it something like "It must be a mental disorder!"

Its gotten so expensive anymore I can't remember the last time I saw someone in a handicapped spot without a placard.
The worst abusers have to be the handicapped person's spouse or kids who use the placard to get a good parking space even when no one in the car is disabled.

At one college where I taught all of the athletes had stolen student handicap parking permits - so they could park closer to the athletic bldg and go work out!!!
BTW since I have developed degenerative disk disease I now have a handicapped placard. If I am feeling good on certain days I don't use it.

Old people who appear to ambulate without ANY problem. Most have a placard but like some seniors I know they get it with a temporary condition, (surgery) and keep the placard after they recover.

I don't think there is a type of person. I've seen people from the age of 18-60 park in a disabled spot without a permit.
One lady did it 3 times, got fined 3 times. $300 each time. Her excuse? She had blisters on her feet and couldn't walk far.

Very important BMW drivers or fat lazy people. Even when I drive my disable parents places I will drop them off at the door and park the car to make sure that a disabled person has a spot. A man pulled up next to me one day. He pulled the wheel chair from behind the seat himself, got in it himself and when he rolled by in front of me, I saw he had no legs. That guy deserved the handicap place.

I don't see too many people without a placard, however I do see people who shouldn't have a placard that do, especially people who have placards for the sole reason that they're excessively obese. Those people shouldn't be allowed to park in a handicap spot. They should be forced to walk from the otherside of parking lot. We should give them a fat *** placard and make it illegal for them to park anywhere else.

Elderly people. It's like they have a sense of entitlement sometimes.
One time I parked in one of the two handicapped spaces available at a store--I had a placard, since I'd had ankle surgery. I saw this elderly couple parked in the other space, no placard. I asked them did they have a permit to park there and they said no. I asked them, please don't park in these spaces, because they're meant for people like me, and I pointed to my ankle.
No apology, nothing.

I don't see that very often - I have handi-cap plates - what I do see is a lot of handi-cap drivers parking diagonally in spaces and causing myself to have a hard time getting in and out of my car.
