Hell no; the internet was invented way before that.
The hypocrite fraud did write a bill called the The High Performance and Computing Act of 1991 which more or less helped develop technology to enable the internet to be used as it is today. It is a noble contribution, but that is far different than inventing.
Al Gore is a horse's *** for saying or allowing people to believe that he invented the internet. His "efforts" to protect the environment are equally as repulsive. He wants people to live in tents in the woods while he has a 20-room mansion with extremely high utility bills. Anytime he opens his mouth, he spews greenhouse gases into the air. If he really wants to stop greenhouse gas emissions, he just needs to shut his piehole.
