Ethics is a set of rules governing a profession. I have no idea whether General Pace has followed the ethical rules of his profession, though I am not aware of any scandals concerning him.

Morals, on the other hand, are a set of rules defined by a religion or community regulating personal behavior. Morals vary by religion, so there is no universal set of morality that applies to everyone. What is moral in one religion may be sinful in a different religion, and vice versa.

Pace made public statements recently commenting about what he considered moral and immoral. I think those statements were improper, and I think he should have done a better job of being clear that he was stating his personal opinion and not speaking on behalf of the US military as a whole.
