would you write to washington D.C. or in my state in Baltimore can someone help me out when you been railroaded by the police?

what I mean by railroad is I been a victim of a crime and they won't help me. they think of criminal as vicim. how do I report them.

Try the chief of police, or the state police for help in your state.

Simple, call the police that you feel is railroading you and ask for them. If it is a small police station, you could contact the State police and ask for theirs.
You can even call the FBI and file a complaint. You can do 2 of these so that you have 2 investigating your complaint so it can not be just swept under the rug.
