I think it might have something to do with the Irish tradition/legend of kissing the Blarney Stone. I went to Ireland once and we visited the Blarney Stone and you have to climb up a **** load of stairs and then bend over backwards and kiss it! and then they say " Kiss me I'm Irish"

Could be a congratulations. Could be a gesture hoping that the Luck of the Irish would rub off. Then again, some Irish lassies can be really cute, so they're worth kissing.
