In the UK, there are three levels of ministerial appointments.

The most junior is Parliamentary Private Secretary. This is a basic role where an MP acts as the parliamentary contact for a minister.

The next level up is Junior Minister, or Minister of State. This is a paid role, unlike PPS, and has a specific area of responsibility. There are usually several junior ministers for each government department.

The most senior level is Secretary of State. This means taking responsibility for an entire government department, and sitting in the cabinet. There is one Secretary of State for each department - eg the Home Secretary, Foreign Secretary, Sec of State for Environment, SoS for Health, etc.

In the US, the Secretary of State is one specific job, rather than a type of job - it's the equivalent of our Foreign Secretary.

The Secretary of State is a specific government minister. So is the Secretary of Defense and so on. All of these cabinet level positions are the equivalent of government ministers. In the US we have departments, in other countries they have ministries.

So the short of it is that you may be a government minister and not be a Secretary of State, but if you are the Secretary of State you are a government minister.

In the US the President has a group of advisors and administrators called the Cabinet. Each cabinet member is called a Secretary. There is the Secretary of Defense. The Secretary of Education, etc.. The Secretary of State is responsible for carrying out the President's foreign policy.
I imagine that a Government Minister would be roughly equivalent to one of our Cabinet Secretaries?

Ministers of State have specific responsibilities within a government department, which is under the control of the Cabinet Secretary (i.e. Secretary of State)

Secretaries of State are admitted to the Privy Council and thus get to use the prefix of Rt. Hon. They are also paid more than Ministers of State. Secretaries of State are simply more senior ministers.

A minister and a secretary are essentially the same thing...just a different name.

Minister of Defence heads of the Ministry of Defence
Secretary of Defense heads up the Department of Defense

A government minister is a general term. One can be the government minister for agriculture and the other guys are the government mister of transportation, and the government minister of foreign affairs.

Ministers are more likely to have actually been elected to Government rather than merely appointed.

Israel would not objective civilians. there are specific terrorist communities (e.g. Hamas) which present Israel with an existential risk. Israel has the properly suited to objective them.
