Any bank can exchange currency for you. If you are travelling to France, your best bet would be to get some traveller's cheques in Euros. Again you can purchase these from your bank.

France is on the Euro.. you can go to any bank and exchange dollars for Euros.
If you mean the old french currence... maybe ebay.

Your bank can arrange to get foreign money for you. If you do not live in a major city you may have to wait for awhile. You can take it to a money changer at international airports who have most major currencies.
