locked means you can only use it with a particular carrier for example if it's locked with cingular then you can;t use it with t-mobile. If it's unlocked then you can use it with any carrier

Locked vs unlocked can have many meanings (I am talking about SIM lock). It can lock your phone so it can only accept one provider and refuse others. Or it can lock your phone so it can only be used in one country. Last type is to lock your phone so that it can only accept certain type of SIM card.
Make sure you buy an UNLOCKED phone, although a locked phone can be unlocked

If you buy a mobile phone with a sim card already installed it is usually locked to that phone company. This means you will only be able to use the particular phone companies sim cards in it.
There is software out there that can be used to unlock a mobile phone so that they can be used with any phone companies sim cards.

what it means is that when you press lock you enter a 4 digit code and it locks so everytime you try to go to that or get on your phone you press unlock and you enter the digit and ta-da. it is just in case you don't want nobody to look at your stuff see i locked some of my numbers and i locked my phone so when i get on i have to unlock it so if someone steals my phone they can't look at anything. well hope that helps. have any more questions mail me. thanks. peace out.
