I always thought that if i wore brown shoes and a brown belt that the socks should match these two, however i went out the other night and somebody was wearing blue socks with the mentioned belt/shoes combination, and he said that your socks should match the color of your pants, not the color of your shoes and belt, who can comment on that any input?

socks should match or come close to the color of your pants. Whit is ok with casual but not with business or dress attire. This will help your look be complete.

I'm not sure there is a specific ruling on that one. As long as the socks match some part of the outfit, you're good. I would try to make sure that your pants were long enough so you can't really see that much of your socks. You could always were argyle blue, brown and tan socks, that would mix up the outfit a bit.
