One is internal and one is external. Also, the hub is connecting 4 ports to 1 port so if you have things working at the same time on all 4 ports of the hub, the performance will be decreased, whereas the expansion card will not.

instruments may'nt artwork like exterior HD on a hub or iphone charging and alikes the real issue is that the usb hub has a plausible source to make each thing works.. and likely you may...

The cost difference is minimal & normally covers the manufacturing & assembling cost for the enclosure.
The points mentioned by the first respondant are key as well.
