What China based webserver has fully integrated templates in english so I can establish a website rapidly?

I want to do a web site easily and quickly here in China. I do not know a company to contact that would have English Templates and building sites to use to make it easy and quickly.

Have you thought this through thoroughly? If you want to make a web site that uses a ".cn" domain name, it seems it would be intended for Chinese to view. You won't capture a very large audience if the web page is in English. These people read Chinese so the web page needs to be in Chinese. If that is your goal, hire a Chinese student to design and upload all the content for you.

If you want to make an English web site for some audience outside of China, just do it through a web host company in an English speaking country and use an address in that company for your contact info. There's nothing to restrict your making an English web page while sitting in front of a computer in China. If you post any content that is critical of China or conflicts with the general spirit of the Communist party of China, don't expect it to remain available to Internet surfers in mainland China. If someone knows about it in China, they are likely to report it to the authorities who will filter it out of China Net. After that, you will find it problematic to monitor any changes you make to the site as you will never again see it in China.
