Nope...I doubt Cheney has any pull in the decision, and outsourcing is the fault of companies looking for greater profits (like Halliburton needs them), of course there are the staggering taxes the US imposes on companies and the regulations designed to suck more money out of them, so I really can't blame them too much for seeking greener pastures.
