Graphic art is not tied to computers or digital media. It is simply a term that signifies art created for a specific function or purpose. In other words, it is an applied art.

Unlike fine art (and yes, there are often cross-overs in this area - but we're dealing with definition here), graphic design exists for specific purposes. It's primary purpose is communication. To that end, graphic art is tied to the interaction between an artist or designer and a client.

The fact that we use computers for graphic art these days does not mean that anything made on a computer is graphic art - and it also does not mean that graphic art would not exist without computers.

The medium a graphic artist works in is determined by the client's needs. For example, a client may feel their product is best represented with a clay sculpture. Or a painting. Or a lithograph.

it is like graphic design, created or transferred to a computer usually. It may be advertisements, logos, cd covers etc. It is more a style than anything else, it doesn't have to be an advertisement or serve any purpose other than to send a message to people. Or graphic art could refer to computer graphics.
