No. He was referring to how it would make being the leader of the free world simpler. Of course, it wouldn't be the free world, but . . .
He and Darth Cheney have done everything than can since then to make it true - PATRIOT Act, Cheney calling everyone that doesn't agree with the "war" as terrorists, etc. Great leader, indeed.

I think he still has illusions of grandeur - despite the fact that more than 65% of the people in his own country disagree with his policies and job performance. It is much easier to manipulate people who disagree with you if they are afraid of the consequences. After all - look at what happened to the Federal judges when they weren't prosecuting cases as the White House wanted them to. How wise Congress was to pass the 22nd amendment to adopt a two term limit! We are treading on some very dangerous ground in this country.

OK. SERIOUSLY. LETS BE A LITTLE MORE REALISTIC. WE WOULD ALL BE IN TROUBLE FOR ANY TYPE OF COMMENTS WE MADE OR THINGS WE DID THAT DIDN'T FALL IN LINE WITH WHO EVER WAS IN POWER IF WE LIVED IN A DICTATORSHIP, OR REPRESSIVE GOVERNMENT OF ANY TYPE.
CHINA MONITORS WHAT HAPPENS ON THE INTERNET AND TRIES TO LIMIT WHAT PEOPLE THERE ARE EXPOSED TO, OR SO I UNDERSTAND.

Think about it, as a dictator the job would get done, period! But we live in a free democracy where red-tape and filibustering are a sad way of life!

The statement is true. The most efficient government is a benevolent dictatorship.
He was saying that there are things that he cannot, or will not, do because we are not a dictatorship.

I don't think he was kidding but I think that his comment went right over your head. He wasn't lamenting the fact that he's not a dictator but rather commenting on what goes on in foreign countries and how their leaders deal with dissent. He wasn't even envious. Too bad you weren't able to pick up on that, but I think you allow your dislike of President Bush to color your every thought.
