Confidence and outgoingness is a learned trait not something your are born with. There may be few celebrities that were raised in an environment that nurtured there personalty, but as a whole, most people work at developing confidence.
A short answer would be that you need to step outside you box of comfort and take more social risks, but there is more to it than that.
Confidence is a mindset that comes with practice and reprogramming. We live in a society that plays off your social discomfort, so don't be afraid to speak up more than likely others share your view and will join you leadership.
I could go on and on about how society suppress your confidence and how you need to work at being out going, but I am no expert.
I would try reading some motivational books like The Power of Positive Thinking by Norman Vincent Peale(I think I spelled that wrong) or the saint the surfer and the CEO.

Then dont be. It may sound easy, but its not. How old are you... if you are a teenager, this is normal for some but not for others. If you my age 27ish then it is still normal depending on your living circumstances. Is there a group of friends you hang around with? Do you feel more comfortable with them? If so then you and your friends need to go somewhere social where nobody is excluded and just take a jump, talk to a girl you think is pretty, You never know, she might talk back... but you could also end up with a drink in your face... thats ok, try annother. Someone is out there, some great friends are in your future if you just try.

The answer to your dilemma is to find something serious that you are passionate about working on, and follow that serious path and do not depart from it. You must work very hard and conquer boredom with labor, and you needn't worry about being shy because your passion for this will help you to conquer it. Most people find what it is they are most passionate about by reading the Bible and determining a course in the world that will be a mission to them. They do this with prayer, also in the Bible. When you have worked hard at this and matured in it, you will face the world with confidence.

Also, one last thing. If you find a church where people labor in truth for God, joining their assembly will strengthen you, because seeing good men and joining with them will lift you up. But if they are two-faced and do not live a single-hearted way of loving God, it will only make you sadder. There is usually at least a few that are good. God will show them to you if you pray and perservere.

There is a certain amount of rage that the world must be addressed with. Find what makes you angry, amplify it, nurture it, then take it out into an uncaring, hopeless and doomed world and you will soon feel superior to it, confidence should then follow. It worked for me, I may no longer be shy anymore, but do you really want to trade that for anger.

Hey, you know the saying, "best way to get rid of your fears is to FACE them!"
I am sure you will find it tough, but that's what will "toughen" you up. Give you confidence whatever. Afraid of public speaking? Go look for any and every chance to do it! And then do it too! And so on....
bored? 2 options:
1)ADRENALINE JUNKIE!!!!!!!!!!!!!!(PS gives confidence too)
That means(as far as I know) doing any physical activity(sports, racing etc)
2) Do some social work. It'll give you loads of "feel-goods".

Once you realize that everyone around you is just human also, they all have their secrets and their faults, it becomes easier to face others without as much shyness. Nobody is really "better" than anybody else, so don't be intimidated. Just try to be you.
Easier said than done, but... stop caring what other people think. If someone's going to think or say something mean to or about you, that doesn't reflect poorly on you; it reflects poorly on that person. Rise above it. People are usually nice, though. You just need to figure out who you are and what makes you happy.
I think one of the hardest things to learn in life is how to just be comfortable in your own skin. I'm just getting used to the idea.

Hi, You just need to put yourself out there. I know it is scary, but once you do it, it will be easy. If you are worried about what other people think of you, just remember that they put their pants on just like you and they are no better than you. Also, act like you are confident and it will become natural eventually. Alot of people are insecure out there, but they are good at acting like they are not when they are scared inside. Find some activities you are good at and involves being around people and that would boost your morale even further. Start out slow, make a game plan and work at it, even if it is baby steps. Good luck.

OH! I love people like this! I dont think it is just me either. Shy people are damn sexy. Just try to talk to people and if you sound a little quirky, so be it. I went through a shy stage, now I am one of the most social people I know. Force yourself to talk to people if you are not comfortable with being shy. I personally love it. Whats the worst thing they can do to you if you talk to them? Not that bad! Keep being yourself. Outgoing is good! Shyness is good! Whatever!
