plants and simple organsisms like coral can simply release their sperm and eggs into the water where they can float around until they meet, a process that would be impossible for land based creatures.

and fish hatcheries are designed to be easy for them. they dont allow predators to eat the eggs, the water is the right temp for the eggs to develop. after hatching they dont have other species to compete for food with.

The answer is quite simple: "EVOLUTION"
Basically when the earth was formed , it was raged by storms, which led to the formation of oceans. The ocean (water) proved to be the most suited medium for the origin of life, and thus the primitive forms of life came into existence in water. As they evolved, they came on to land.. So naturally the life forms in water have a simpler physiology than most developed terrestrial animals.
