I'll tell you why I had to learn to drive all over again in "bad weather" {snow} because I am a Texan and lived in Texas most of my life all but 11 yrs, 10 of which was in Germany, 25 in the great state of Texas. My husband relocated his business in order to watch over an E85 plant being built in ND and we came with him. I never in my life dreamed the weather in ND could be worse then what I saw as a young child in Germany, that I never drove on. There is sometimes black ice non stop on the interstate which causes it to be shut down, inch or so thick ice on our roadways, and ice under the snow covered roadways and lets not mention the ice from the packed snow, blizzard conditions with visablitly less then a foot and windchills down to NEGATIVE 50. There are ppl that have lived up here their whole lives that run off the roads, flip their cars, get stuck and several cases every year of ppl running off the roads or leaving their cars that have run off the road found frozen to death want me to keep going on? And THAT is why this Texan learned to drive all over again. Not just for my safety for but the safety of ppl around me and MY CHILDREN!!! I drive safer then most ppl that have been here their whole lives.

I agree with zaylady and cat lover ... people get used to driving in normal conditions, so they get weird when the weather does something out of the ordinary. I drive a compact car, and I've seen plenty of pickups and SUVs end up in the ditch with only a couple inches of snow. Maybe my roots make me jaded (See Source).
In general, when the weather turns foul, you just need to take a chill pill and give yourself a little more time to get where you need to go. That's good advice no matter where you are or where you're from.

People are used to driving in normal conditions. When the weather turns bad there is a lot more t think about. Like if it is hailing then people are worrying about their car getting damaged. When it is snowing then people are like " can i make it up the hill" people just need to adapt to their surrounding

I wonder that a lot and I live in Seattle. It's amazing! If we go a few days with dry weather, when the roads suddenly get wet in the mornings, people suddenly forget how to drive on them.
Perhaps there's a weird phenomenal thing that stuff from the sky causes drivers to turn stupid.
