Who cares who Adam Smith is?
It's Elgar's 150th anniversary. They should have kept him on the £20 for all of 2007. You can't get more English than Sir Edward Elgar.
Adam Smith was some Scot. So is the Prime Minister, Chancellor, Liberal Leader, Home Secretary, and the Tory boss is called Cameron. Got the message?
