No, you don't have to be Japanese to be an animator of Japanese animation. Although, it's very uncommon and unlikely for people who are't to get into the field.

There are a few reasons for this, one being Japan has been said to have the most artistic people, as they study art alot in school, so there is a large number of people to compete with who can draw their style, and secondly, the hoops companies have to go through to hire foreign people, makes them more unlikely to because they can always hire a native and don't have to do anything extra.

There are barriors that makes hiring foreign animators something they don't look at much and this would be 1. Cultural and language barrior: Unless you speak good Japanese and understand the culture alot, it makes it tough to work there as there would be a communications barrior.
2. Visa: You need a visa to live in Japan. They don't give out visas for people going into animation unless you were directly sponsored by a company. So it's hard to get a working visa for animation as it's stated in their constitution that animation isn't a nessissary so they don't generally give out visa's for that.
3. Japan has been oursorcing it's anime lately to countries like Korea and China. They do it for cheaper. So many of the positions are dissapearing since they are ousorcing to cheaper places.

So, it's not impossible, but it's very unlikely as I researched this before when I had interest and only came across one American who worked in the Japanese animation industry.

But if it's what you really want to do, the best suggestion he had was to establish yourself in the U.S first as an animatior and study the language. If you can show them you are a good animator and can speak the language, they may hire you.

Although, keep this in mind when deciding if it's what you want to work towards: The Japanese animation industry is known to not pay well. Many economical newspapers and reports have written about this and how it's not good that animators are paid very little for the long hours the have to put in for their work. It was written they get paid below the average Japanese salary although they work probably twice the hours.

If that dosen't bother you~ good luck, hard work usually pays off.

Of course, you have to be Japanese to be a Japanese animator, or else you wouldn't be a Japanese animator.

Of course, you have to be Korean to be a Korean animator working for a Japanese studio who is working on an animation aimed primary for Japanese consumption.

And so on.

So... what you need is to be employed by Japanese studio, the Sakura Taisen / Sakura Wars movie I think it employed animation studios from many different countries.

Of course you don't need to be Japanese to be a animator. However, if you're planning to be an animator in Japan, then you'll need to learn Japanese. That, and you'd need to be pretty good. The Japanese are pretty selective when it comes to that.

To be a JAPANESE animator? Yes. To work as an animator in Japan? No - however they are incredibly selective in who they hire. More foreigners are frowned upon, and have outlived their welcome after 6 months.
