The first mobile phone was created by Motorola, they friendly called it "the shoe phone" because it looked like a big one. Motorola was competing with AT&T for a license to build a mobile net. The idea of a Mobile phone in AT&T was a phone installed in a car. So, if you mean the first mobile phone like the ones we know now, it was created by the Motorola Team, not by AT&T.
