i live in menominee michigan and on my basement wall outside theres these bugs they are black and have a red line on there backs they look like a beetle

without a picture this is hard but you could have Box Elder bugs. They wont do you or your home any damage and usually they dont kill the tree either. They are a nuisance bug but nothing that really needs extermination. Look up box elder bug on the net and see if the picture matchs your beetle.

There are NO BUGS IN MENOMINEE AT THIS TIME OF THE YEAR, so what in the world are you looking at??????. Maybe a "Quivvering and shaking cinch" ???
In summer time, you will see a cinch bug that appears as you describe, those are harmless insects and shouldnt be killed.

get a really big can of Raid and kill them!
