Robin Williams isn't so funny now that he's been through rehab.
MIlton Burle was hilarious in a 1950's way that would seem dated now.
Ditto Burns and Allen.
Mencia wont hold up over then long term. His confrontational style and tendency to foul language will wear on people soon enough.
How about Phil Hartman? He may have been the funniest situational comic ever. He elevated any skit he was in on SNL, and made all the jokes better by his delivery

By far, Jamie Foxx. But I love Martin Lawrence, Richard Pryor, Bill Cosby, Robin Williams, and (believe it or not) Jerry Lewis.
