I have to answer a summons. I don't have a printer. Is it ok to write it on lined paper with ink?? Or do I need to use unlined paper??

Haven't you got a friend or neighbour to whom you could send your reply to the summons so that he or she could print it off for you? There is no requirement to type your reply, but it does not look very smart or efficient to send it in manuscript, unless you happen to have beautiful handwriting. Lined paper is fine.

My experience would say that even though a type paper is not the determining factor in what a court decides, none the less, appearance does mean a lot when it deals with the judicial system.

You don't appear in court wearing cut off jeans and a t-shirt. Likewise, your "presentations" and your papers submitted to the court should also be professional in context, content, and appearance.

Without knowledge of what the summons relates to makes it difficult to provide further insight other than....any legal issue in a court of law should be handled by a professional.

It is legally acceptable to write on lined paper for your answer. I would probably type it though and find a friend or go to the library to print it. You can put it on a diskette or mail it to yourself on Yahoo and print it anywhere. Even if you have to pay a few cents to have it printed at Kinko's it may be worth it.
