Nothing wrong with them speeds at all, you are getting your 4Mb broadband . Download is the speed you put something onto your PC , eg , a 4Mb mp3 track will take (roughly) 25 seconds to download, but for you to send it to a server will take longer!

Upload: Something from your computer goes to the internet.
The internet is all about communication, and communication is a two way street. If you want a webpage, you need to ask for it first. Then the server with the webpage must acknowledge the request and then send the webpage.
Typically you upload far less than you download. Unless you run a server, primarily you get things from the internet (like webpages, youtube videos, etc.). Not the other way around (you aren't sending webpages to other people or hosting large video files for other people to see).
Because you upload far less than you download, internet providers typically give you low bandwidth for your upload, and high for your download.
A 4 Mb broadband only indicates what the ISP promises your download speed to be, and it seems to be quite good.
You haven't specified your Up rate (as promised by your ISP) but 375 kb/sec is decent as well.

Download is about right, based on your upload speed, I'm guessing that your internet cost/month isn't that high...upload speed is what costs money, it costs more for ISP's to provide that upload bandwidth.
You must be careful on the way that you write 4mg...you actually get 4Mb/s download which is equal to 500kB/s (notice the little 'b' and the big 'B') one is bit, and the other byte. Big difference... a bit nitpicky, but I knew what you meant, just as we get into bigger broadband speeds, it's important that we are accurate...I get about that speed where I am, and we pay $40/month for that (CAD funds).

Yes the speeds are ok.
Download means the transfer of data from server to your system.
Upload means transfer data from your system to server.
Noramlly download range will be high in all cases ,because more content you are getting from server.
For example if you open a yahoo mail,the downloaded contents are more ,since the whole page you are getting from server,but when you put username and password and press submit only username and password will go to server from your system,which is very less compared to download traffic.
