This quote confuses me " AMD64 is designed to enable simultaneous 32- and 64-bit computing with no degradation in performance." Does that mean I can use either 32 Bit or 64 Bit drivers?

Yes you can use 32&64 Bit drivers.

You should be able to use 32 bit anything on a 64 bit machine. The 64 bit machine just supports 64 bit addressing so if you use 32 bit stuff on it, the extra 32 bits in the 64 bit machine should just be zeroed out. I hope this helps.

No. It means you can choose to install the 32 bit version of Windows or the 64 bit version of Windows and they will both run. Read the labels.

Choose one or the other, then MATCH the drivers to the one you chose.

I tried both on my AMD 64 and prefer the 32 bit version because more drivers were available.
