I say the first step is to actually USE the death penalty. We'd be able to get rid of a crap load of bad seeds. But alas, we'd much rather piss away tax money on sentencing people to 5 years just to release them after 2 years and have them repeat the same offense over and over again. If we'd actually execute those on death row we'd free up a LOT of space for more until it's their turn.

081; as long as we do not wait for 15-20 years the death penalty would work.
Back in the ole west when you got the death penalty it was at the next 6:00AM or high noon
