Animals don't have the same vocal cords as we do, nor do the shapes of their mouth allow speech that we are able to understand, but a lot of animals, mamals and insects can use their own ways of commicating, from whistles by the dolphins, song of the whales, meows of cats, barks, growls of dogs, the antennae of ants, there isn't any rule that says every living creature on the planet has to communicate the same way we do, and often, animals have a much more superios way of communicating with each other.

I & my friends DO talk. We have long, fascinating discussions about cats & how much we hate them, trees,lamp posts,rabbits,muddy puddles,humping stupid humans' legs & the meaning of life in general.
But mostly it's about cats.
For the record, I'm NOT a good girl, the only reason I ever chew on a bone is 'cos I'm imagining it's a cat & I really can't be @rsed chasing any more sticks!
I do like chasing cats, did I mention that?

They can, just not in any of the languages humans speak, and not in such an advanced way. If we spoke in grunts and whistles, I reckon some animals could learn it, though.

Oh, but they do talk. One must be smart enough to figure out how and what they are saying...my dog talks to me through elaborate body language and her eyes say more than I have a right to know.

dolphins can they have a noise for there own names which they can recognise and repeat
also some monkey do have a very basicaly developed language too they make the same noise for fruits they like

its just that YOU cannot understand them
my dog has different barks if she wants food, or to go outside or if someone is comming up he drive. and she understands *kissies* and comes up to you, jumps up towards your face a plants a big one there, she also understands *smacko* and *later* or *soon*

If you mean technically it's because of their tongues. Parrots can talk because they have special manoeuvrability with their tongues. It would be cool if they all did.
