Yes, unless you arrange for the number to be "put on retention", for which a fee will be charged.

Yes. However you can transfer the number in exchange for a new vehicle registration before you scrap it. Then the new number will be scrapped and you keep the old.
If your number is really good you might find a buyer. There's a section of Straits Times for registration numbers.

Are you talking about the VIN # ?
Usually if the car is taken in you can turn in the Title with it, OR if it is just a piece of junk it is not necessary. IF the car is in your name and when it comes time to pay Personal Porperty tax on it, just mark it no longer owned, and provide the info of what you did with it. EX: Sale, Scrap, etc... Also people do this to transfer the VIN #s to another vehicle WHICH IS against the Law to do so as the DMV has the info on file for that car. Its jail time in the asking if someone does this.

VIN number...yes
Plate number...no in the states, you transfer it to the new vehicle, and unless they have changed it since I lived in the UK, then yes, the yellow plate stays on the car and you can take the white plate off...we did

If you put your number plate 'on retention' to possibly sell later, it will cost you £80 plus £25 to transfer to another vehicle, so make sure number is attractive enough to make more than that amount.

I doubt it,it is like when you declare your car off the road, this doesn't mean you get rid of your reg.But I am sure if it is a good reg number, you can re-sell it.this is what I think anyway.
