as an Englishman i find it amazing that the USA is still officially a third world country.Having recently visited the USA, i have noticed a great improvment in buildings and infrastructure.In the main cities they have good rail links and transport is certainly better.I suppose the one thing that lets them down is lack of proper entertainment/resturants.
in what year do Americans see the country losing this awful stigma?

Well first off, your not gonna find America in a city.
In the cities, your gonna find Europe.
If you want to see America, travel west of the Mississippi River and east of California.
Go look at the great plains, look at the dakota bad lands, the deserts of Texas, Arizona and New Mexico. The mountain ranges in Colorado, Utah, Wyoming.

Sidney, Sidney, Sidney...you need to provide explanation for 'third world country' in order for people to understand what you are trying to say...
There are excellent restaurants in the major US cities, but they are exclusive to the wealthy and famous...with months long waiting lists. The rest of the country eats at 'eateries', where wait staff are uber friendly and do all but sit in your lap when they serve you. And as for entertainment....Broadway is still world class. But if you are looking for intelligent entertainment coming from the motion picture industry or the television networks, I'm afraid you've got some slim pickins. The music industry is not much better...as the new generations seem to think that a 'beat box' is an instrument and that dancing is more important than actually singing in a live performance. For real music...you have to go to Austin Texas or Nashville...at least you will hear people who can sing and play instruments.

We have never been classified as a third world country. Our country, the USA, has always belonged to the first world ever since the classification was created during the Cold War.
Remember the original classification? First World: The industrialized nations of North America and Europe (plus Japan). Second World: The former Soviet Union and its satellites in Eastern Europe. Third World: Underdeveloped/developing nations of Asia, Latin America and Africa.
You must be a very young person not to remember the classification.

I don't know where you are getting your information from, but we are definitely NOT a third World Country. Even most of South and Central America are starting to move out of that classification. We also have the Best Restaurants in the World.

The US is the epitome of First World. Find the absolute poorest of Americans, and he would be considered fabulously wealthy in most countries. Let's compare the choices available to American consumers to those available to people even in Western Europe, shall we? Something as mundane as number of different breakfast cereals available can tell you a lot about our standard of living.

I'm guessing here but it may be something to do with the amount of people there who live on or below the poverty level coupled with literacy standards amongst the population.
From wikipedia "The development of a country is measured with statistical indexes such as income per capita (GDP), life expectancy, the rate of literacy, et cetera. The UN has developed the HDI, a compound indicator of the above statistics, to gauge the level of human development for countries where data is available."
