I intend to import books to Singapore four times a year and sell them without or with very small profit. Do I need a business licence for such a business? Do I need to pay taxes? I'm a permanent resident and would be able to apply for a licence. If I need a licence, what kind of licence and where to apply for?

You definitely need to register your company and pay the usual taxes if any. Besides, the govt is most happy when taxes are paid and won't bother you too much.. The simplest is sole proprietorship. Get a local partner to apply instead. Importation of books can be a hassle as the governing authority is controller of undesirable publications (censorship is alive is well in singapore), all import permits must be cleared by them and books may be sent to them for vetting. You may import by having the books mailed under bulk book rates which may bypass censorship as postal authority have censors.in-house
