You can't actually delete the Recycle Bin, only remove it from the desktop. If you try to delete it from the C:\> drive you will get an "Access denied" error. If you boot off a disk and try to do it that way, it will be deleted and then recreated next time Windows loads.

after deleting your recycle bin you can not access the deleted data .the use of recycle bin is to store deleted data which become times important while working .this deleting will not affect your another data in other places of compute.

The Recyling Bin on your desktop is just a shortcut, it can easily be renabled once you delete it. although this is only possible with Windows Vista, XP doesn't allow you to delete it.
