I think it means:-
y+1/3y-2/4x = 0

which would make it a simultaneous equation, to solve it you would therefore require two equations as there are two unknowns.

to simplify it :-
4/3y-1/2x = 0
thus:-
4/3y=1/2x
thus
8/3y=x and y=3/8x

you will still need to find a better way of asking the question

if it is just the addition you need to find a simplification.
the answer = 4/3y-1/2x

Will assume question should read:-
y + (1/3).y - (2/4).x
= (4/3).y - (1/2).x

First we need common denominators
(6xy)y/6xy + (2x)/6xy - 3y/6xy

= (6xy^2 + 2x - 3y)/6xy
