Instead of rowhouses/apartments full of disadvantaged, druggies, achoholics,disabled/injured, abandoned wives and their kids, ect, would it be better to simply offer them homes in decent neighbourhoods mixed in with everybody else so that nobody knows they are poor? Why or why not? Explain.

It might not be ok as far as druggies, achoholics are concerned. Children need a better environment to live in. However, the other people mentioned in your list might be ok to live in decent neighbourhoods.

My answer is going to sound harsh. I don't think so. For some yes it would help but for the majority of the people you described it would just give them a whole neighborhood to prey on. Everybody would still know they were poor because they live in the "government" house. The kids might be isolated because they would not have the same "toys" or advantages as the other kids. The people with substance abuse problems would create fear , you want their druggie/drunk friends hanging out half the night next door to your kids? The handicapped are better served close to where the services are offered, the transportation services that take them to the Doctor, therapy,sheltered workshops, would have to travel much father thus making their trip longer . This is a synopsis of a term paper I did.
