your question has nothing to do with astronomy. If I say to you "I`ll see you at midnight, It will be today at 2359 Hours, If I say I`ll see you at midnight tomorrow, it will be 2359 hours tomorrow, and so on. You will note that I used the term 2359 hours because that is the day in question, if it was 0001 hours, it would be the next day, 12 oclock midnight is never used, for it is neither one nor the other, and in any case it is fleeting.

Midnight is a marker for the end of the previous day, and the beginning of the next day. It is neither 23:59:59 or 00:00:00. So the answer is, that it is both.

Actually, midnight is neither of the two. It is said that it is the next day because the marker "A.M." is always attached to it. But no, it is something in between. The A.M. is just attached to signify it's no longer the previous day.
Now, if you'll ask why it doesn't have a marker of its own, it is simply to avoid confusion since it will only represent a minute of the 24 hours. So its not really necessary to invent another marker for it.

If you are at midnight isn't it the current day rather than the previous day or next day?

if midnight to you means 00:00, it's the last minute of the previous day as 00:01 is the first minute of the next day. 00:01 dawn till the next 00:00 makes a total of exactly 24 hours.
