This first sentence needs breaking down and doctoring to be more intelligible. I believe it is saying there are at least two levels of staff below the level being described.

This level includes positions where the postholder achieves his accountabilities by managing other people. The positions managed include at least one involving either management of other people or management of processes. People in the lower management positions report directly to the postholder. This level may include positions such as Senior Directors, Directors, and Associate Directors.

It's a classic case of trying to do too much in one sentence, and making a mess of it.

THIS LEVEL INCLUDES POSITIONS THAT:

It IS badly written! It seems to me that there are positions within that level that require the skills to handle & process
data, statistics, etc. in the form of direct reports.
