What do you define as a directory. If you are talking about the rational or logical categorisation of information; my guess is the Egyptians. They kept very good records of materials and expenses while building the Pyramids, over 5,000 years ago.

It was a guy with major control issues. He wanted EVERYONE to spell the way he did. This caused him to write down the way he wanted words to be spelled and then he threw around some money and the King agreed to this new system.
Shameful, isn't it?
