More than likely your ISP is blocking ports 80 (WWW), 21 (FTP), and 25 (SMTP). They do this to stop you from running a server without paying the extra for a SOHO account.
There are work arounds.

learn your connection settings, firewall, learn once you're at the back of a router, attempt using passive mode (PASV), if not, see interior the adventure that your ISP is filtering out port 21 (ftp) or attempt ftp-ing to a distinctive internet site (and in case you're waiting to do it, yet yet another port) to paintings out if it rather works. in case you are able to connect with a distinctive internet site by using becoming use of port 21, then the host you attempt to FTP to is filtered, down or misbehaving.

I dont remember the exact page on the Belkin for this but I do know it is there.

If you want to access FTP you have to PORTFORWARD port 21 to the IP of the computer on your network running the FTP server. Otherwise you will get the router.
