There are several reasons. First, India is not a city, a country. Second, even around 1000 CE/AD, India used to be the richest country of the world. Now, why this present image of India as a poor nation.
1. It was a country which was ruled and looted by foreigners for more than 800 years at a stretch. There was also large scale genocide in this land, mainly killing the intellectuals. Millions of Indians were killed during that time, and there are sources that puts that number as high as 100 million. When you kill intellectuals of a country in such a large scale, the nation is bound to be pushed back.
2. India is rebuilding itself since 1950 when the British left the country. Now when the British left, there was almost nothing left in the country, they took whatever they could, and they left because they thought there's nothing left to be taken. Now rebuliding a nation from zero, with such a huge population takes some time. If you look at the present economic growth, you will understand what I mean. They took some years to settle down, and now pushing towards growth. People are having more and more money now in their hand.
3. One of the most important factor is ofcourse the exchange rate. Since this is almost unilaterally decided by a few white nations, the tendency is to keep their own currency value higher and that of the non whites (specially) lower. Call it racism or a methodical approach to keep themselves higher in the group of nations, an Indian getting 10 000 rupees a month was becoming 8 to 10 times poorer than, say his french counterpart doing the same job and earning the same money in a different unit, 10 000 franc, while dealing with other nations (purchasing foreign goods, visiting a different nation, etc). So, this is a sort of pseudo poverty for Indians.
All these together, the discriminatory exchange rate based on skin color, the burden to rebuild a nation after 800 years of massacre and ruthless looting together has given the present image of India, a poor nation.
Fact is, if the British and other barbar communities who looted India for centuries give back all what they stole from here (and boast of being a rich nation today) and if this discriminatory exchange rate is cured, India will well position itself again as the richest nation, well above the USA.
India is not a poor country, this is a country that has been robbed for centuries, and what is suffering from a large scale discrimation due to ethnic and other reasons.

I am not sure in what sector; you are meaning 'poor' to India. However, if you mean the economic side, then I would say that India is a big country of about one billion people with very little natural resources that can make a nation affluent fast. For that reason, the per capita income on an average is low and the life standard is not sophisticated like the western nations.
Under this consideration, you may say India poor. But India is rich in many sectors (example- education, engineering, art and culture, wild animals and business techniques) than many other affluent nations.

Although the economy is pretty sound in India, unfortunately the distribution of wealth is not balanced. In developped countries, the biggest portion of the population is occupied by the middle class. The low and upper classes are rather tiny. But in India, the upper class is slim, middle class is slim but the poor class is huge. It is going to continue being poor until it finds ways to distribute wealth in a more healthy manner.

India is not a poor country... the government reserve bank has adequate wealth to brand India as a non-poor country...
however the poor population is more then the population of rich... about 50% of wealth is accumulated by about 10% of its people... business families, ex rulers and politicians...

Who told you that India is poor city, I think they are mad, because there are only 8 Atomic powers in teh world India is one of them, so I thaught that India is one out of eight Giants in the world.

India is not a poor country.
one contry econamy is calculated by the total salary of the citizen by the total population.in india people or there will minimum salary.but our population is prety high.so the average salary become less so that they are saying that indian econamy is poor.
but land wise,resource wise technology wise we are strong.

One of the reason is because of all the wrong ancient supersitious tradition, culture and caste system india has been following. America had no such ancient culture to restrict them to develop their society, that's why they are so developed.
