NEITHER! Sousse and Hammamet's beaches are overcrowded and not as clear and nice as the ones I'm about to tell you about. If you really want to go to a beautiful and I mean beautiful beaches in Tunisia go to beaches in Manzil Tmim and in El Hawaria. You can actually see your toe nails in these two beaches and there's no seaweed or anything at all. These two small towns are almost unknown to tourists because they don't have many attractions and almost no hotels like Sousse and Hammamet. Once in Tunisia you should definitly ask about them and then come back and thank me lol.

Both Sousse and Hammamet are huge tourist attractions. The hotel beaches are for hotel guests and paying Tunisians only, so they don't get too crowded, unless the hotel is full. But they both have gorgeous beaches. I can give you hotel referrals for either destination if you need them.
All of Tunisia has gorgeous beaches, you just have to know where to find the "undiscovered" ones.
There is a beach not far from Sousse (in it's subburbs) called Chott Meriam. The beach is clean, whit sand, and beautiful clean Sea. Here's some personal pics from there: http://new.photos.yahoo.com/jamie_hassen/album/576460762326446267
If I can be of any more assistance, eel free to contact me

That's some great first hand input there and great photos.
Probably what you need to consider is the quality of the place that you will stay at, and I'd suggest that you also have a look through some of the hotel photographs and descriptions . I've given you some links to help out, as well as the official Tunisian Tourism site :

Tunisia is a lovely place and i have fell in love with it! i went in october and it was starting to get quieter and cooler but iv heard that between the months of nov-march wether can be a hit or a miss averaging about 16/17 i am wanting to go back in February as the holiday will be great even without roasting temperatures and also if u go in "season" may-jul then its likely to be too busy ? im sure it will be a good holiday , all holidays are !!

I second winttunis' answer and i'm surprised she didn't mention Kelibia whichis right between the two cities she mentionned. Add to that there's a fine hotel in Kelibia: A 3 stars one.I think it belongs to Vincci; not sure.
Anyway... what's the harm is there is touristic activities in the area? Tourists wanna meet people and eat fine food so...
GO try to find a DECENT restaurant in Menzel Temime!!! :)
