No it will not reduce the pc's performance. And you can wipe it as many times as you need to without negative side effect. Though if you have to continuously wipe the same pc you might wonder if there's not a bigger issue at hand. Terrible user not learning from mistakes... i.e. use antivirus, don't install shifty programs, etc. Or the PC could be dying if it requires continuous reinstalls....

In case you are experiencing any problem with the performance of the notebook, then restoring the computer to factory installed condition is definitely a wise troubleshooting step. But, ensure that you take a backup of all the important data, beforing running the recovery. Restoring the notebook to factory installed condition will delete all the software applications which you might have installed seperately. Doing this, will surely improve the performance of the computer and will help you in identifying the root cause of the problem.
But if the performance of the notebook is still not good, i.e., after running recovery on the notebook, then the could be with the hard drive. If that is the case... then you may need to contact the manufacturer of the notebook.

You should only use a soft cloth to wipe the hard drive; never something hard like a recovery disk. If you do you risk damaging the hard drive and losing your data!

If you do it right, it will wipe clean the drive and restore your computer back to it's original factory settings. Your pc will run like it did the day you bought it if the drivers and all are re installed on it.
I had to restore a few computers today for some people and they were very happy with the outcome.

The only way to purge the storage drive is to delete the partition and recreate it then format the drive. You will need the OS CD for that. The recovery process only re installs the OS again, it doesnt delete & create a new partition and format.

The recovery disk will not harm your harddisk in any way. It's only a read/write process on your harddisk itself. But do note that using the recovery disk will erase off all your existing datas on your harddrive.
