Masurbation will not increase or decrease penis size.
Masturbation is more of an instinctual method of relieving sexual stress(horniness) when you are not able to have intercourse. There is no medical benefit, and it does not cause any harm.
When in your teen years, if you do not masturbate, you will usually have Nocturnal Emissions(Wet Dreams). The most
common seems to be that the body was partly designed for nocturnal emissions because a man needs to ejaculate from time to time even when he is not sexually active.

Masturbation may be defined as a medically acceptable method of bringing about sexual release, with or without a partner's active assistance.It has no impact on the size or functioning of the penis. It's only benefit is that it permits the practitioner of the act to obtain release for his/ her tension, without being dependent on the presence or participation of the partner

Masturbation was not designed to increase the size of ones penis if so there would be men out there trying to claim to have record size penis.
