i live in texas, does anyone know if caregivers (in home services) is covered here or is there a web site where i can find out? i have a neighbor who gets this type of aide but he can hardly move around and he is stuck in a chair all day, he needs some one who can come visit him and help motivate him as well

your neighbor is getting home health services and probably I assume qualified for a physical therapist due to being in a wheelchair and need of the therapy....then a nurse would come each week ..
not all disable people qualify for home health services.you have to be home-bound other than going to a doctors office, have some type need for follow up care from being in hospital, or need of therapy.....but just being disabled no, most don't qualify......
You can call your local home health agency, and your doctor to ask if you qualify and they can come out to do an assessment to see if so
But IF you drive, can go about, not been in a hospital recently you probably don't
There is no way all disabled people can get that
