Any planning or building on a property is subject to your local zoning and planning regulations. You can get a copy at your local town hall.
Most, not all, but most require building permits for anything done outside the home because they change the estetics of the property. Being that you want to put in a balcony, even on the first floor you will be required to have a safety/zoning commisioner come out and inspect your work constantly. From laying the pilings to actually building the balcony.
So in short visit you local planning and zoning office and ask what they require. They will answer all your questions and give you the necessary forms to fill out.

You will need to apply for planning consent because you are wanting to change the way the property looks. You will also need to have plans drawn up to show how the work is to be done using what materials. You will need planning permission has it changes the aspect and look of the property. I would really seriously consider hiring a professional to erect the balcony. I have lived in a property where the balcony collapsed taking a young family with it. They were OK but this was due to really bad cowboy builders not securing it correctly to the wall.

yes and you have to get building permission and a survey done a while back in our local paper someone bought a lean to put it up and it looked nice few days later it collaspedand damage property near by so yes take the 1st step and get this checked out also for health and safety regulations involved good luck

Anything over 3 meters in height HAS TO HAVE PLANNING PERMISSION, you need a survey, building control and pp. Probably cost around £1000 in fees and then the builder on top.

you'll favor making plans permition, they want you money, as you're replacing the look of the resources, if you're in the technique noware and no prompt neighbours and not in any respect dealing with a street and its on the back of the resources you'd be ok.
