By rule of law, I think you mean they are the ones that can dictate to other countries how to maintain their governments.

Based on that interpretation of your question, the answer is yes because the 5 permanent UN members with veto power all have democracies...

All governments whether monarchs, communists, Islamic states and democracies must observe the rule of law so that people will be protected from abuses.

All countries have laws. Only a few are demo-crazies. All countries are corruptible and enforce their laws unevenly.

Why? Because countries are made up of people. People are corruptible and prejudiced. You can't trust anyone. That's how nature works. Everyone for themselves!!!
