No. It doesn't just refer to any very rich man. It is a portmanteau word, an artificial combination of two words (bill + [phil] anthropy) coined by the Economist magazine in 2000 to mean the large-scale philanthropic activities of Microsoft billionaire Bill Gates and his wife.
