I agree with the person that said that if they walk it saves energy so they can **** more cows....running would make them tired faster...and not able to **** but one cow.

it means something like think before u act, take your time and be confident enough to achieve a goal because he was a rookie (sean penn) and wanted to run after & catch kids instead of calmly questioning them like the other cop did- hope that makes sense
