He took Kuwait by force and lost it by force a few months later, losing his army an air force in the process, but he tactfully forced the Allied powers into a cease fire agreement before he really started to kick but.
He managed to violate the UN sponsored cease fire agreement for 12 years, laughing at the world the whole time, kicked the UN inspectors out of Iraq, tactfully forced the USA, Britain and other allies into invading and occupying Iraq so he could deliberately hide in a hole in the ground until he suckered US troops into feeding clothing and giving him medical care until he managed to have the allies submit to his will by getting hung by the Iraqi people.
The world needs more leaders like him.
