It doesn't sound like a lie. He either forgot to call you or blew you off, which isn't great, but not the same thing as deliberately lying. It wouldn't make sense for him to promise to call while planning not to.
In my circle it's not a crime to go to movies with different people in the group. If that's a violation of an explicit agreement then breaking it off makes sense. If not, I'd say let him off with a warning.

Didn't he in effect dump you? Don't see him again if he calls, drop the "friend" also.
